Plan Managers are paid, from an extra budget added to your plan, to help you to receive invoices, get them paid and make sure your providers are doing the right thing with claims on your plan. A good Plan Manager is not a gatekeeper who will stop you buying things you know you need, but help you to understand your obligations with your purchases AND still respect that you are in control.
